The Hubert H. Humphrey Fellowship Program 2019

The Romanian-U.S. Fulbright Commission is pleased to announce the Hubert H. Humphrey Fellowship competition for mid-career professionals with demonstrated leadership potential, public service commitment and the capacity to take full advantage of a self-defined program of independent study at a leading U.S. university. The program offers a year of combined academic (NON-DEGREE) and professional work and awards a certificate from the U.S. Government.

The Humphrey Fellowship provides: international travel, tuition and university fees, accident/sickness coverage, monthly maintenance allowance and funding for books and professional activities. The Humphrey Program does not provide financial support for accompanying dependents.

►    Eligible fields
Sustainable Development: Agricultural and rural development; Economic development; Finance and banking; Natural resources, environmental policy, and climate change; Urban and regional planning;
Democratic Institution Building: Communications/journalism; Law and human rights; Public policy analysis and public administration; Trafficking in persons policy and prevention; Technology policy and management; Human resource management;
Education: Educational administration, planning and policy; Higher education administration; Teaching of English as a foreign language;
Public Health: Public health policy and management; HIV/AIDS policy and prevention; Substance abuse education, prevention and treatment. Note: Candidates in this field must have either a research background in the field or demonstrated ability to learn the results and policy implications of current research; candidates must complete the supplementary field-specific page of the Humphrey application.

►    Grant duration: a year of non-degree graduate-level study, leadership development and professional collaboration with U.S. counterparts.

►    To be eligible for a Humphrey Fellowship, applicants must have:
•    Romanian citizenship; green card holders and persons with dual (Romanian and U.S.) citizenship are ineligible;
•    at least a Bachelor’s degree;
•    a minimum of five years of full-time professional experience (prior to August 2019) after completing a university degree;
•    shown leadership ability and broadly defined commitment to public service with an emphasis on national development needs;
•    English language proficiency*;
•    limited prior experience in the U.S.

Applicants should not be recent university graduates or university teachers/academic researchers with no management or policy responsibilities (except for EFL teachers and specialists in drug abuse prevention and treatment).

►    Applicants are required to submit:
•    an online application form: https://iie.embark.com/apply/humphreyfellowship2019
•   two letters of reference, submitted in the online application or sent directly to the Fulbright Commission office, one of which must be from an immediate supervisor of the applicant (current employer); the letters of reference should be written in English or should include an English translation;
•  official academic transcripts and diplomas for all graduated levels, scanned and submitted to office@fulbright.ro; documents must be accompanied by complete English translations; high school transcripts and diploma are not required.

Application deadline: July 30, 2018

Only online applications will be accepted. Shortlisted candidates will be invited to an interview in September (date and time will be set by the Commission and are not subject to negotiation).

* Note: Test vouchers for TOEFL registration will be provided to the Romanian finalists, following the interview. Score reports will be required prior to October 8, 2018.
