The 2024-2025 Hubert H. Humphrey Fellowship Program

The Romanian-U.S. Fulbright Commission is pleased to announce the 2024-2025 Hubert H. Humphrey Fellowship competition for mid-career professionals who have a proven track record of leadership, a public service commitment, and the capacity to take full advantage of a self-defined program of independent non-degree study at a leading U.S. university. Fellowships are granted competitively to professional candidates with a commitment to public service in either the public or private sector. The program awards a certificate from the U.S. Government and is not designed to deliver an advanced degree.
ELIGIBLE FIELDS/SECTORS
- Human and Institutional Capacity: Economic Development; Finance and Banking; Public Policy Analysis and Public Administration; Technology Policy and Management;
- Rights and Freedoms: Communications/Journalism; Law and Human Rights;
- Sustainable Lands: Agricultural and Rural Development; Natural Resources, Environmental Policy, and Climate Change; Urban and Regional Planning;
- Thriving Communities: Public Health Policy and Management; Substance Abuse Education, Treatment and Prevention*; Educational Administration, Planning and Policy.
*Note: Candidates in this field must have either a research background in the field or a demonstrated ability to learn the results and policy implications of current research; candidates must complete the supplementary field-specific page of the Humphrey application.
ELIGIBILITY
Applicants must have:
- Romanian citizenship; green card holders and persons with dual (Romanian and U.S.) citizenship are ineligible;
- at least a Bachelor’s degree;
- a minimum of five years of full-time professional experience (prior to August 2023) after completing a university degree;
- demonstrated leadership qualities and a record of public service;
- demonstrated English language proficiency (an English language test is not compulsory at this stage of the competition; a TOEFL score will be required to all competition finalists by October 20, 2023);
- limited prior experience in the U.S.
Applicants are required to submit:
- an online application form: https://apply.iie.org/huberthhumphrey
- two letters of reference, submitted in the online application or sent directly to the Fulbright Commission office, one of which must be from an immediate supervisor of the applicant (current employer); the letters of reference should be written in English or should include an English translation;
- official academic transcripts and diplomas for Bachelor’s level, scanned and uploaded to the online application or sent directly to office@fulbright.ro; a diploma is required for all other higher education degrees (Masters, Doctoral), no transcripts needed. All documents must be accompanied by complete English translations; high-school transcripts and diploma or certificates of completion for certificate-based programs are not required.
