The Romanian-U.S. Fulbright Commission (the “Commission”) administers the educational and scholarly exchanges between Romania and the United States of America. The Commission was inaugurated in May 1993, with the support of the American and Romanian Governments, following the bilateral agreement between the U.S. Department of State and the Romanian Ministry of Foreign Affairs.
The activities of the Commission are carried out in virtue of Law No. 50/2014 and supervised by its Board of Directors. Their main objective is to “increase mutual understanding between the peoples of the United States of America and Romania through planning, administration and execution of a program of educational exchange.”
This Privacy Notice describes the Commission’s policies and practices regarding its collection and use of your personal data, and sets forth your privacy rights. We recognize that information privacy is an ongoing responsibility, and so we will from time to time update this Privacy Notice as we undertake new personal data practices or adopt new privacy policies.

The Commission collects and processes personal information in connection with the application and award selection processes for the Fulbright/Humphrey Programs (the “Program”) to which you are applying. The Program is funded by partner countries and the U.S. Congress through the Bureau of Educational and Cultural Affairs (“ECA”) of the U.S. Department of State.
Who controls and processes your data
The Fulbright Program is represented in Europe by binational Commissions, which serve in a limited way as data controllers for some data. The Commissions process your personal data on behalf of the Program. The Institute of International of Education (“IIE”), the agency contracted by ECA to administer the Fulbright Program for which you are submitting an application, processes your data through their management of the application platform used for the Program.As a sovereign state, the United States is not subject to the EU’s General Data Protection Regulation (EU Regulation 2016/679) (“GDPR”), but the Commission and IIE are separate legal entities from the United States Government and will comply with applicable data protection regulations, including GDPR.
The Commission will process the personal data in accordance with the specific Data Privacy Statement included on the application platform (starting with 2018) or sent by e-mail to all the applicants and participants in our programs before the Data Privacy Statement was included on the online platform.
Alumni of the programs administered by the Commission
The Fulbright Commission relies on its legal obligation, as stipulated in Law No. 50/2014 (Art 3., A, 10), to process personal data associated with the alumni of the programs administered by the Commission. We collect only the personal information that you provided voluntarily at the time of the application.
