The Inter-Country Travel Grant

The Fulbright Inter-Country Travel Grant enables Romanian universities and institutions to invite U.S. Fulbright Scholars who are currently based elsewhere in Europe for short academic and/or professional visits to Romania. The program covers the U.S. scholar’s international travel costs between the European country of their Fulbright assignment and Romania.

The purpose of the U.S. Scholar’s visit can be giving lectures or guest talks, consulting on curriculum design or evaluation, conducting workshops or seminars, presenting scholarly papers, participating in a development project or other relevant outreach activity with a wide audience/impact. Visits for research purposes are not eligible.

Application Procedure

1. Identify and contact a U.S. Fulbright Scholar you would like to invite to Romania. If you do not have a specific scholar in mind, you may use:

  • The list of 2025-2026 Fulbright U.S. Scholars in Europe  (complied by Fulbright Finland)
  • The Fulbright Scholar Online Directory (use the Advance Search fields to find U.S. Fulbright Scholars by specialization in the current academic year; the directory is generally updated by IIE in October).

2. Agree on the details of the visit with the U.S. Fulbrighter:

  • Purpose, impact, and planned activities of the visit;
  • Dates, duration, and daily program;
  • Responsibility for local costs such as accommodation, meals, and other resulting expenses.

3. Email the Fulbright Commission with a request for an Inter-Country Travel Grant. Please include the following information:

  • Romanian host institution name, department, and contact details;
  • Host representative’s name, position, and contact information;
  • U.S. Fulbright Scholar’s name, home institution, current location in Europe, and contact information;
  • Proposed visit dates;
  • Requested travel funding (in EUR);
  • Estimated local expenses (in EUR) and who will cover them (the host institution or as agreed before the visit). The Romanian host and the U.S. Fulbrighter must agree on local costs such as housing, meals, and any other resulting expenses among themselves.
  • Brief justification for the invitation of this particular U.S. Fulbright Scholar (one or two paragraphs);
  • Description of the planned activities (day by day program), audience, and expected outcomes (one or two paragraphs).

Applications may be submitted at any time during the academic year and are reviewed on a rolling basis.

Invite a U.S. Fulbright Scholar from elsewhere in Europe for a short visit to Romania!

Invited U.S. scholars need to be on their Fulbright grant in Europe during the Inter-Country visit.

Duration of the visit:
maximum 1 week

Funding
  • Funds up to $1,000 are available for inter-country travel costs (e.g. flights and public transport connections).
  • Additional local expenses (such as accommodation, meals, local transportation) are not covered by the grant. These resulting expenses are to be covered by the host institution or as agreed before the visit. The Romanian host institution and the Fulbrighter are expected to agree in advance on who will be responsible for these additional costs.
