The Commission accepts proposals in all disciplines. An invitation letter is recommended but not required.

In addition to being a prestigious academic exchange program, the Fulbright Program is designed to expand and strengthen relationships between the people of the United States and citizens of other nations and to promote international understanding and cooperation. To support this mission, Fulbright Scholars will be asked to give public talks, mentor students, and otherwise engage with the host community, in addition to their primary activities‎.

Length of grant: Four to nine months (nine months preferred).

Grant dates: One-semester grants may begin in October or February; two-semester grants must begin in October.

Degree requirements: PhD (or equivalent terminal degree) required.

Language requirements: All teaching will be in English; proficiency in another language is not required.

For research, language proficiency sufficient to complete the proposed project is required. For applicants without local language proficiency, feasibility of conducting the project must be demonstrated in the project statement.

"I just wanted to say how deeply and profoundly my exchange to Romania has affected my career. Truly, Romania is my home away from home. I have so many friends and colleagues there and have now visited well over a dozen times. I remain a champion for the program and laud the beauty of Romanian culture at every opportunity."

David Weindorf

U.S. Fulbright Scholar, 2010-2011

"I brought back enduring connections with colleagues and friends and a resolve to return to reconnect and continue to explore the hidden corners of Romania and maybe find my own special spot in a secluded 'sat.'"

Mary Claire Heffron

U.S. Fulbright Scholar, 2019-2020

"My memories of my Fulbright semester are a whirlwind of colors and sensations: the whimsical architecture of Bucharest streets—familiar, yet also very much changed—the smell of coffee in Old Town, the bustle of the Gara de Nord railway station and its trains, the outlines of the mountains in Brasov, the arches of greenery of Rose Park in Timisoara, and the salty bitter taste of the Black Sea on a scorching hot weekend in June."

Oana Godeanu-Kenworthy

U.S. Fulbright Scholar, 2018-2019

"I returned to the Faculty of Journalism in June of 2005 as a short-term Fulbright scholar […] to teach a 10-day seminar to current students. Best of all, I would help celebrate a reunion with that first class of some 50 students. Since my arrival in Romania in the fall of 1991 I have returned a half dozen or more times as a reporter, teacher and journalism foundation executive."

Timothy Kenny

U.S. Fulbright Specialist, 2005,
U.S. Fulbright Scholar, 1991-1992

"In 1995, Kathleen Laraia McLaughlin was introduced to Romanian and Balkan folk dancing, and she was transfixed by the rhythm and context. She would remember those dances a few years later, when she began to consider what type of photography project she would like to do."

Kathleen Laraia McLaughlin

U.S. Fulbright Scholar, 2002-2003
