
The Romanian-U.S. Fulbright Commission is pleased to announce that Dr. Ligia Deca has been elected as the new President of the Commission’s Board of Directors. Dr. Deca has been a member of the Board of Directors from 2017 to 2020 and from 2023 to the present.
Dr. Deca succeeds Mr. Daniel F. Vișoiu, Registered Foreign Lawyer (Bucharest Bar; Member of the Florida Bar, USA), whose term on the Board concluded in June 2025. We extend our sincere gratitude to Mr. Vișoiu for his dedication and commitment to the Fulbright Program and to strengthening cultural and educational exchanges between Romania and the United States.
Dr. Ligia Deca currently serves as Secretary-General of the Romanian National Commission for UNESCO and Vice-Rector of the National University of Political Studies and Public Administration (SNSPA) in Bucharest. From October 2022 to December 2024, she served as Minister of Education. Prior to this, she held the roles of State Adviser (2015–2019) and subsequently Presidential Adviser for Education and Research (2019–2022).
She holds a PhD in political science from the University of Luxembourg, with a focus on the internationalization of higher education, and is the author of several papers and studies on educational policy. Her professional background also includes work as an education policy expert with the Executive Agency for Financing Higher Education and Research (2012–2015), coordination of the Bologna Process Secretariat (2010–2012), and contributions as an expert for the Council of Europe, European Commission, EQAR, DAAD, and other organizations.
